Jonathan Rose d8a760307e ARI recordings: Issue HTTP failures for recording requests with file conflicts

If a file already exists in the recordings directory with the same name as what
we would record, issue a 422 instead of relying on the internal failure and
issuing success.

(closes issue ASTERISK-22623)

This directory contains the specification for the Asterisk RESTful
API. The API is documented using Swagger[1]. This is used to not only
generate executable documentation pages for the API, but also to
generate a lot of the boilerplate necessary for implementing the API
with Asterisk's HTTP server.
