Luigi Rizzo c3b3feab76 - staticize gettag() complete_sip_peer() get_calleridname() arguments; ...

- use strsep() instead of strchr() where appropriate
- constify some args and add comments. 
- remove a conditional near line 1940 - we already know what to use.
