Joshua C. Colp 15cbff9d54 ari: Allow variables to be set on channel create.

This change adds the same variable functionality that
is available for originating a channel to the create
call. Now when creating a channel you can specify
dialplan variables to set instead of having to do another
API call.

This directory contains the specification for the Asterisk RESTful
API. The API is documented using Swagger[1]. This is used to not only
generate executable documentation pages for the API, but also to
generate a lot of the boilerplate necessary for implementing the API
with Asterisk's HTTP server.
