rtp timestamp to timeval calculation fix
The rtp timestamp to timeval calculation was only accurate for 8kHz audio. This patch corrects this. Review: https://reviewboard.asterisk.org/r/468/ SWP-648 git-svn-id: https://origsvn.digium.com/svn/asterisk/trunk@241714 65c4cc65-6c06-0410-ace0-fbb531ad65f3
