    The rtptimeout setting is ignored on a per peer basis.
    
    Not only is the rtptimeout ignored in some cases but 
    rtpkeepalive and rtpholdtimeout is affected.
    
    this commit also removes rtptimeout/rtpholdtimeout on
    text rtp.
    
    (closes issue ASTERISK-18559)
