res_tonedetect: Add call progress tone detection
Makes basic call progress tone detection available in a tech-agnostic manner with the addition of the ToneScan application. This can determine if the channel has encountered a busy signal, SIT tones, dial tone, modem, fax machine, etc. A few basic async progress tone detect options are also added to the TONE_DETECT function.
